Internal border control and entry requirements will continue to apply to travellers reaching Finland, the Finnish Ministry of Interior has announced.

The decision was determined during a plenary session on January 13 and will enter force on Monday, January 17.

Although the entry rules will remain unchanged for the most part, meaning travellers have to present a vaccination certificate in order to enter the country, those unable to get vaccinated due to medical reasons must present the medical proof to confirm their symptoms and a COVID-19 test taken 48 hours before arrival. The requirement applies to all travellers aged 16 and above.

“Internal border controls will be continued, and entry restrictions will remain largely unchanged until January 31. However, some relief is given to the restrictions for those who, for medically justified reasons, cannot take the coronary vaccine,” the press release explains.

Moreover, the decision on external border traffic will be adjusted for third-country nationals, as they will be able to enter the country under similar grounds as EU and Schengen nationals can.

In addition, residents of the border communities between Finland and Sweden and Finland and Norway and individuals travelling between Norrtälje municipality and the province of Åland in Sweden may enter Finland by presenting either a vaccination certificate, a recovery certificate issued less than six months ago or a negative result of a COVID-19 test certificate carried out not more than seven days before arrival in Finland.

However, no negative test result is required from Finnish citizens reaching the country in addition to foreigners permanently residing in Finland and individuals who can enter based on a necessary reason such as family matters or other personal reasons.

The authority warns passengers that although they can enter Finland without a test, other countries and airlines may have their own test requirements.
